How can i fix my oil heat boilrer,it comes on for awhile then shuts off and make a scraping sound?

The scraping sound may be the fan fouling its housing. If that is happening it needs to be repaired. But if it runs for a while that may not be the whole story.

Is there oil in the tank, is the firevalve open, is there a new nozzle installed, is the entire area including the blast tube and the electrodes clean and properly adjusted. Is the oil pump pressure properly adjusted, gauges are needed here.

Can you take out the burner out of the boiler, lay it on the floor blast tube facing up and ensuring there is nothing flamable near it switch it on from a safe distance and see if the sparks from the electrode jump across the gap between the electrodes and not to the body of the burner or blast tube. Listen for the scraping sound and if you can discover the reason; try to eliminate it, filing maybe, or it may need a new fan. Switch off. Replace burner in boiler.

Failing all else send for the Service Man and failing that get a new burner. I am using one, a Bentone burner in an Amanda boiler first installed in 1975, it has had a few additions and repairs done to it over the years - still going though. The latest models are probably more efficient.
