I have a john deere jx75 push mower. the mower quit because it was out of oil. what can i do to fix it?

The reason the starter cable won't budge is that the bearings in the engine seized from lack of oil. The engine is destroyed. Chalk it up to experience and buy a new one. Check the oil prior to each use.
Running an engine without oil will definitely destroy it. Your engine is most likely trash.
